Not tabbing to Drop Down in Safari Browser

I have been informed that users of Safari on a Mac are not able to tab to a drop down list. Is there any suggestions as to how i could remedy this ?

by forcing the tab index, i was able to get safari to tab the way that ie and mozilla did by default.
