Is there a way to make the "the report" view be the default view the user sees when they are going to a page.

For instance, i am wanting to do the following:  For an admin, they can input data via a form information/statistics from a baseball game.  Then, when anonymous users come to the site, they would see the list of game outcomes and stats.  Is that possible?

No it is not possible.
Form Master is designed to collect data from Anonymous/Authenticated users and
show reports to Authenticated users with proper privileges.
